That's odd for an IF tube to glow bright like that, it may just be a crappy tube that's not going to last long but it may also not be the exact right tube. The same way in a set of Christmas lights if you use the wrong bulb it will glow too bright or too dim. It also may have been open at one point and jostling it may have made the heater reconnect again but now it's shorter (and thus brighter and won't last as long). Third possibility is there is a tube on the schematic with a resistor across the heater to drop some of the current and it may be that one and due to either a high or open resistor or higher line voltage it's now glowing brighter.

As far as a tuner goes, you'll only have to worry about receiving channels 3 and 4 from your digital converter. Your analog TV’s built‑in tuner is designed for analog NTSC signals, which are no longer transmitted. Don't forget a 75-ohm to 300-ohm adapter to connect your converter box to the old screw terminals.

As HV rectifiers (1B3, etc.) have a low-voltage filament (run from a winding on the flyback), you can't generally see a lit filament on them.

The capacitors (like A25) in the schematic with an arrow on the curved plate are trimmers.
