This is an example of not looking at the context. The testing, many not in their primes, etc. Olympians are likely already enhanced.

Like you said, the real top of the scene were not going to risk their career for quick cash. We all know they are using PEDs but are smart enough about it to not get caught so they are "clean" at face value.
