Actually it is not a mystery tool. It is an indexing drill jig to drill holes on perimeter of a cylindrical part. I have made some like this. I was a tool maker.

It is an indexing head to use on a milling machine. It needs a pin that goes through the top hole and into the collar with the holes to secure it. It is used to cut hexes, squares or flats on rods or shafts.

Why not blast it with glass beads, then do the finishing? A lot of wasted materials, time and effort. In restoration time and materials eat up your profit margine quickly.
