I really do think a simple "Hey, I'll let you play X because you're a PC and somewhat special in this world, but I will let you know that if you do, you are going to stick out like a sore thumb in this setting" goes a long way

Sword-and-sorcery pulps like Conan the Cimmerian and Kull the Conqueror are full of low-magic adventures, and anyone who can throw a magic missile is an adventure-defining threat. They're a great source of inspiration.

I'm kicking around requiring spellcasters, but also having the world have a history of high and low mana cycles, so the last high mana cycle brought all kinds of magitech innovations, but the mana ebbed, and all the fancy stuff stopped working. now, as the mana is coming back, mana corruption, wild magic, spontaneous magical evolutions in creatures, fun stuff. and the party is just small town dwellers in a regular, dangerous world, but now it's 'oops, all magic'.

I'm a fan of high fantasy, but I prefer ANCHORED high fantasy over wild, anything-goes high fantasy. And there's a sweet spot that I think works very well:<br><br>- Spellcasters—ALL spellcasters—make up 1 to 2 percent of the population. They're about as common as people with Ph.D.'s are in our society.<br>- "Magic shops" in all but the biggest, richest cities sell material components, and that's it. In big, rich cities, they also sell common magic items.<br>- If you want a magic item of uncommon or higher rarity, you have four options: (1) Find it, either by happenstance or as the goal of a quest. (2) Have it custom-made. (3) Buy it from someone who's selling it, either directly or at auction. (4) Steal it.

I think your discussion of classes hit the nail on the head. The main issue with running low fantasy in D&D is that a full 2/3rds of the players class options are magical by default, and the remaining classes all get some degree of access to supernatural power among their subclass options. Introducing more martial class options and encouraging their use over the standard goes a long way to communicating to players what the vibe of the campaign is supposed to be like.<br><br>I was convinced of this by the 5e One Ring game. It doesn't do all that much to modify the core game system- it just gives you a selection of classes that doesn't present magic as a default option.
