Step 1: Establish a reputation for being chaotic with a streak of sadism in your D&D group.
Step 2: Tell your party "I'm running a short story. Each of you will be playing as a divine champion, ordained by one of your realm's gods. once you've put together a level 14 character, with very generous stat blocks, I'll also be giving you a handful of thematica and useful magical equipment.
Step 3: Listen as the party go "if you're giving us this much power, what are we going to fight? An army of tarrasques?" and smile politely while replying "you'll see."
Step 4: The party get transported to another realm, and find that nothing seems to be even remotely as dangerous as the various creatures they're used to seeing in their own realm. Town guards are basically equivalent to a level 1 or 2 player, where a similar role in their own world would require a character equivalent to level 5. If they use even simple spells, everyone freaks out over their displays of insane destructive power.
Step 5: The BBEG is "Archmage Darius, the most powerful spellcaster in living memory" - when the players finally face off against him, he turns out to be a level 3 eldritch knight.

I feel like balance is overrated. Avoiding danger is a player skill. What you shouldn't do as a DM is force your PCs into a deadly encounter without giving them an opportunity to avoid it.
Plenty of RPGs out there don't care about balance, give you no tool to design balanced encounters, and are still awesome games.
