How China Is Building a $70 Billion Water System to Save Its Dry North

Thirty kilometres west of Zhengzhou, two rivers cross at right angles. One is the Yellow River. The other runs forty metres beneath it, sealed inside a concrete tube seven metres wide. That crossing should not have been possible. The Yellow River carries more silt than any river on earth, and after three thousand years of dropping that silt onto its own bed, it now runs higher than the fields and villages beside it — held up by levees, not by ground. You cannot bridge a river that is already above you. You cannot easily tunnel under one whose bed shifts, in saturated sand that behaves more like liquid than soil. China did it twice: two parallel tunnels, 4,250 metres each, bored beneath a moving riverbed while the river kept flowing overhead. This is the engineering story of the Central Route of China's South-to-North Water Diversion Project — 1,432 kilometres from the Danjiangkou Reservoir in Hubei to Beijing, moved entirely by gravity, with no pumps anywhere on the line. Over that whole distance the water drops about 100 metres. Seven centimetres per kilometre. Every other decision in this project follows from that number. Why a dam had to be raised by 14.6 metres to give the water a starting height. Why 330,000 people were relocated before the canal was dug. Why the channel is sealed for its entire length, with impermeable membranes and concrete facing, because the cargo is drinking water for the Chinese capital. And why 219 rivers and streams had to be crossed over or under without ever being joined to a single one of them. We cover the inverted siphon — the technique used since Roman aqueducts, in which the channel dips below an obstacle, runs through a closed conduit under pressure, and rises again on the far side with no pump involved. An elevated crossing would have meant roughly 160 large piers standing in the floodplain of the most sediment-choked major river in the world, in a channel that migrates across its own bed, punishing obstructions by depositing silt around them. So the crossing went under: the deepest water diversion shaft in China at 50.5 metres, sunk into permeable riverbank sand behind a 1.5-metre diaphragm wall cast before the hole was dug; a slurry balance shield holding the riverbed up with pressurised fluid while it advanced, the first use of that technology in China at this diameter; and a composite lining designed to resist pressure from the outside and the inside at the same time — an outer segmental ring in compression against the soil, an inner prestressed ring cast in place to fight internal water pressure, and a cushioning layer between them for seismic movement and differential settlement. Annual transfer targets of 44.8 billion cubic metres assume all three routes in operation.
