It's worth noting the underseal on cars of that era can contain asbestos fibres. Best to limit what gets into the air even if you are wearing a mask. Rather than using a wire wheel or stripping disks, I find an oscillating multi-tool with a scraper blade makes short work of it - it's like carving doner kebab, followed by a rag and thinners to remove the residue. It wasn't added to the underseal to make it fire resistant, it was added as a binder to prevent sagging during application. The use continued into the 90s with some makers. Even though they knew asbestos is dangerous, it was seen as safe because it was entirely encapsuled, they never envisaged anyone stripping entire bodyshells of it.
