Palpatine hated the Rule of Two because he wanted to be the Sole Master of the Dark Side and to train a successor was not part of his plan to live forever.

Palpatine could NEVER put his ego down! He always interpreted the Rule of 2 as, "I will Always Rule," and the 2nd is to be my apprentice"

In explaining the Rule of Two in the Book of the Sith, Bane is quite blunt stating that no Sith Lord is immune from the cycle. To think that you are the exception is the first step towards self-destruction. Seeing the fall of Sidious and his Empire would have provoked a smirk and a long-suffering sigh from Bane who had seen it all before.

He pretends to be a mere politician of the Republic who care about democracy while actually being a Sith lord who pretends to believe in the rule of two while actually believing in his own singularity. <br><br>Never let it be said his character doesn’t have layers.
