  There is a Fan Theory that Catterick and Kitty Lynxly teased and bullied Pawbert not because they hated him but because they were secretly trying to keep him away from Milton and the dark family history of the Lynxlys.  Whenever Milton shows anger and threatens Pawbert they seem to have genuine fear and concern on their faces.  Given Pawbert's different eye colors possibly being more akin to their mother they want to keep Pawbert at a distance from their corruption given that they themselves are too in deep with Milton (Milton is the one making the calls).  The look on their faces when they realized Pawbert had chosen to be like Milton, even four attempted murders (something they themselves haven't attempted to engage in at all).

  Like real police, politicians use Law Enforcement as hit squads.<br>In Utah LEO was used as a hit squad over LEGOs!!<br>Kid you not. LEGOs!<br><br>Two police departments!<br><br>I live here and I never trusted them but now I can&apos;t trust them at all! If I can trust cops with Legos what can I trust them with?

  Yeah, this kind of interaction between the police and rich people we recently saw in real life in the Bricks &amp; Minifigs case. It&apos;s not a very good image for a police department. <br> <br>Also, we should address the fact that the two goat cops created an absolute chaos at the Honeymoon Lodge. Officer Bucheron literally tranquilized Judy while she was standing on a beam over a void.

  As someone who really loves these films, I would really love to see some of this addressed. The ZPD is in several areas clearly dysfunctional, and it only needs one event to shatter a broken institution, historically speaking. Not necessarily saying the ZPD should completely institutionally collapse, however, assuming the system <b>should</b> work as our own, these practices will absolutely decimate the ZPD&apos;s PR if they ever get out, or, when they get out. <br><br>After all, you really cannot make the world a better place until you can recognize these sort of scars exists. Only when society begins treating them as a problem which can be addressed can major change take place. The phrase &quot;safety codes are written in blood&quot; does not come from nowhere.

  Given the bird in the Zootopia 3 announcement trailer looks like an eagle talon it might be the villain instead of a twist like the first two movies, and the ZPD might actually have an open and shut case to save the rest of the birds. Also if Judy and Nick don’t get together in Zootopia 3 then I will be completely disappointed. <b>MAKE WILDEHOPPS CANON!!!!</b>

  It&apos;s interesting that the Mayor&apos;s office is &quot;up Bogo&apos;s tailpipe&quot; about the missing mammals case despite the mayor knowing exactly where the mammals are. Why put pressure on the ZPD to solve a case that you don&apos;t want solved yet. The other weird thing is that eventually the exposure to the Night howler should wear off on it&apos;s own, yet every mammal in the asylum is still savage days or a week plus later.
