  The offense has to be motionless for 1 second before snapping the ball.except for 1 eligible receiver who may be moving parallel to the line.

  There is a little more to it, but the overall reason that the offense can&apos;t move before the snap is you dont have like one of the lineman making sudden moves in a fashion to trick the defense to jump early. &nbsp;Cause the offense obviously knows the count on when the ball should be hiked per the QB cadence (when he is yelling things like Blue 42, hut hut, stuff like that). &nbsp;<br><br>The defense is at a disadvantage cause they dont know the cadence on when the ball will be hiked so they have to just try to watch the ball when the center moves his hand to hike it and try to time it as best as they can to go. &nbsp;Thats why the offense cant move.<br><br>they can have 1 player however in what is called &apos;motion&apos; but they either have to come to a complete stop and get &apos;set&apos; before the ball is hiked or they have to be moving away from the line of scrimmage (away from the line where the ball is being hiked from) when the ball is hiked. &nbsp;This is to prevent a player being like 15 yards behind the QB and getting a running start and timing it so the ball gets hiked and he takes it and is already at full speed running at the defenders.

  The 1-foot or 2-feet-down rules are for any catch anywhere on the field. It could be at the back or side of the endzone, or simply anywhere along the sideline. Wherever it happens, you must have either 1 foot (college) or 2 feet (pro) touch the turf inbounds for the catch to count as Complete. When you watch actual video, you will see the immense amount of effort and finesse the receivers use to get their feet down to make the catch count. Spatial awareness is supremely important.

  Once the offense is &quot;set&quot;, which for the linemen means down in their stance, they MUST remain still until the ball is snapped. They cannot feint or move to try to draw the defense into an encroachment penalty. Only one offensive player is allowed to be &quot;in motion&quot; before the snap, usually a wide receiver or running back, who may jog across the formation to switch sides or directions just before the ball is snapped.<br><br>The quarterback is allowed to change the play on the fly if he thinks the defense has predicted the planned play. He does this using a verbal command called an &quot;audible&quot;. The offense is allowed to shift their positions in this case but must remain still for a second before the ball is snapped. (I&apos;m not fully sure when an audible can be called without incurring a movement penalty if the linemen are already set.)

  Not only can a team choose which penalty they want enforced if the multiple ones were committed, they can also choose to not enforce a penalty at all and just take the result of the play if that works out better for them. For example, team A throws an incomplete pass on 4th down resulting in a turnover on downs but there is also offensive holding called, team B would choose to forgo the penalty and take the result of the play because that is a better result for them.

  Also, the Offense can only have 7 players on the line of scrimmage. &nbsp;Thats why you see some players line up off the line. &nbsp;This also factors into who can go into motion.

  2 feet down - so when receiver say jumps to make catch, he has to get both feet to touch in bounds to be a catch and have full possesion of the ball (not bobbling it). &nbsp;So this would really only come into play anywhere around the end of the field, it could be the back of the endzone, side of the endzone or anywhere on the field that is on the edge of the sidelines
