The contributions of several former German Navy personnel to the early development of the Indonesian Navy (ALRI, now TNI AL) deserve to be remembered. One of the most prominent figures was Lieutenant Colonel (Ret.) August Friederich Hermann Rosenow, who, in 1952, proposed to the Chief of Naval Staff, Colonel R. Soebijakto, that Indonesia should acquire a sailing ship to train naval cadets. With the Chief of Naval Staff's approval, Rosenow ordered the vessel from the H.C. Stülcken Sohn Schiffswerft shipyard in Hamburg, Germany, in August 1952. He personally supervised its construction until its completion and sailed it to Indonesia. The ship later became KRI Dewaruci, and Rosenow served as its first commanding officer from 1953 to 1957, earning him the title "Father of KRI Dewaruci."

In addition to Rosenow, figures such as Warner, Losche, Fritz Schneewind, Herr Hufper, and other former German naval personnel also contributed significantly to the early development of the Indonesian Navy. They trained Indonesian cadets and sailors in navigation, Morse code communications, foreign languages needed to understand manuals for modern Western military equipment, as well as physical fitness and military discipline.

According to historical accounts, Warner and Losche even disguised themselves as KNIL officers in order to obtain weapons that could later be used by Republican forces. Losche was also reported to have been killed while instructing the assembly of explosives and weapons. Their contributions extended beyond military instruction—they also accepted considerable personal risk in support of Indonesia's emerging armed forces.

All of this took place at a time when Indonesia had not yet established a proper navy and still relied largely on wooden vessels for logistical transport. Despite these limited resources, the experience, technical expertise, and discipline brought by these former German naval personnel became an important foundation for the professionalism and development of the Indonesian Navy during its formative years.

The late 50's and early 60's build up with USSR supply hardware was not aimed for Malaya and Commenwealth. However it's aimed for Dutch Navy to regain West Papua. The Konfrontasi happened after the build up.

There's a funny story about the acquisition of the Whiskey class submarines from the USSR in the 1950s. Sukarno was in Moscow having dinner with Khrushchev having earlier visited naval assets. He asked how much a sub would cost. When told, he said 'I'll take 2!
One of them is on permanent display in Surabaya.

Everyone has forgotten how China was once mocked for purchasing an old, ex-Soviet Union aircraft carrier.
Now, Western nations have fallen silent as China launches its own domestically built aircraft carriers.
PT PAL Indonesia has successfully built the Arrowhead 140 frigate based on a Babcock UK design and has exported 3 Landing Platform Docks vessels (LPDs) to the Philippines and the UAE Navy.
Currently, PT PAL is also in the process of constructing a Scorpène-class submarine based on a design by France's Naval Group... I think Italy's old aircraft carrier served as a valuable asset for gaining the independent expertise needed to build an aircraft carrier domestically.
