American influence in Philippines is huge that’s why English is very prevalent in the country. We listen to english music, we watch english movies and TV shows, and books are mostly in english. The medium of instruction in schools is also english for most subjects. Product labels, signages, ads, documents are also mostly in english. This constant exposure to the english language makes filipinos proficient in english. We don’t just learn it from school but it is part of our daily lives.

As someone who went to college in Hong Kong in one of the top 3 universities, I can testify that the Hong Kong girl's fluency and accent beat at least 80% of her peers there.
