When pouring, you pour the fluids out the can side on. Widest side of the can at the bottom and top. That allows air back in above the fluid that’s pouring out and doesn’t splash about :)

So the trick my dad taught me for scouring the inside of tanks like this is to use a length of folded flat-brass plumber's chain - the sort the pull-chains on old high-cistern pull-flush toilets used to be made of - and drop that in. It has lots of corners and edges to knock the crud loose but when you want to get it out you can grab it anywhere and get it all out. If you use screws or nuts etc you'll always have a nightmare trying to get the last one out!

I'm not a fan of lining tanks, I feel like if it isn't absolutely perfectly done, then the modem Petrol and ethanol will just destroy it over time and cause bigger issues later.
I like to do a vinegar soak, use a length of chain inside the tank to break bits free, it's far easier to remove than many bolts i often see people recommend.
Once it's rinsed and runs clear then put a small amount of fuel in mixed with 2 stroke oil and shake it around to protect it.
After that you have nothing that might come away in the tank.
Keeping the tank full when sat also helps.

Evapo-rust is the best thing I've ever used to clean out the rust from an old gas tank. It is amazing.

For those epoxy cans if you want to get every last bit you can use a can opener to cut off the top so you can scrape it out.
