I like that all of the mordor orcs are low level bureaucrats. It humors me that Tolkien probably hated dealing with such people so much that he depicted them as orcs and goblins.

One thing I like is the way they said "I bet they eat orc flesh".

It implies even orcs dislike cannibalism. Even orcs have standards lol.

It is great, that Uglúk is clearly a savage, who eats people, and killed Boromir, but the other, from Mordor has the "evil voice".
That's the horror of Mordor, even their minions are more evil than monsters.

The Moria orcs are from the North, and actually one of the older orc cultures because Morgoth's original fortress Angband was in the north. It should not be assumed that all orcs automatically answer to Sauron or Saruman. The Moria and northern orcs operate independently as seen in The Hobbit, and consequently are distinct from those at Dol Gul'dur.

The orcs of Moria came neither from Mordor nor from Isengard, but from the North. They have a homeland up there around Mount Gundabad, where they seem to have their own rulers. They have engaged in several wars under their own leadership, such as the War of the Dwarves and Orcs in which Thorin earned his fame, and the attack on the Lonely Mountain in The Hobbit .

The Silmarillion explains that orcs were made by the original dark lord Morgoth, Sauron's predecessor and former master. A lot of them seem to have been doing their own thing since the end of the First Age, more-or-less independently of Sauron most of the time.

The Orcs you are confused about are from Moria. They are there for simple revenge.

that one older looking orc with the white eyes is genuinely nightmare inducing

Even among those who have read all the books there’s a lot of debate about how exactly orc culture works.

the orcs from moria are from the misty mountains, they get fleshed out a lot more in The Hobbit! Moria orcs are pretty much separate from Mordor, at least while Sauron isn't setting his will on them

The Uruk-hai are confrontational with the rest of them because they serve a different master. It's suggested in the books that they are a hybrid of human and orc through forced selective breeding and dark magic. The Uruk-hai don't have much culture or background, they were bred for a single purpose.

Normal orcs reproduce, have their own tribal cultures, societies, and conflicts, but not much is known beyond that.

Saruman has different intentions than Sauron. He wants to betray him and keep the ring. That’s why the Mordor orcs often don’t understand the orders followed by the Isengard orcs.

In the Hobbit, there is a dialogue with Gollum that implies he would trap and eat young orcs.
