  A few years ago, a Los Angeles Police Department gang squad officer told me that most, if not all, of the gang members he interacted with knew people who had been shot with 9mm handguns and survived. He went on to say that the average LA gang member had the perception that 12 ga shotguns were considerably more lethal (because they are) and that when he used a shotgun on the job, compliance came faster and easier.

  Lethal and non-lethal shotguns are usually separate guns, with the non-lethal being outfitted with things to mark it clearly and prevent confusion.
