  The Reason Spidey unmasked was because it was all feeding into the Editorial Mandate to undo his marriage. One More Day only happened because Spidey unmasked during Civil War.

  At the time this was published, Mark Millar was writing a ton of Ultimate stuff. A lot of the characterization in this reads like he forgot he wasn't writing the ultimate versions of these characters.

  This whole thing about Peter coming out and taking off his mask is just stupid. It's one thing to work in the system and somehow register, but it's quite another to go on stage and shout that you're a cop who's busted a bunch of criminals.
