Its quite easy to have omni man raise homelander. Cecil finds out Vought has created Homelander and he hears of the trouble they are having raising him and how he keeps accidentally killing the people assigned to him. Cecil in his wisdom sees where that will lead and sees they will turn Homelander into a monster Cecil gets Nolan to agree to raise him because hes the only person on earth capable of doing it. Nolan sees how powerful homelander is and agrees to raise him. BOOM story can begin or if you wanted you can replace Cecil with Mallory

Homelander couldn’t hold a plane because of physics not lack of knowledge

Mark having homelander as an adopted brother would be interesting and would mark survive tell he gets his powers

Also if Omni man saves homelander from the torture by homelander being about 10 homelander would still very much be phycotic still but omniman saving him would definitely help a lot and in this scenario if omniman decides instead of having a kid as well because omnimans genetics would absolutely allow him to impregnate but omnimans idea is to raise homelander to be viltrumite strong then bring him back to viltrume and see if his powers could be added to a next generation of viltrumites so essentially viltrumites that can also shoot lasers from there eyes
