  It sounds like each universe is like a garden. A supreme Kai tends the plants, the god of destruction handles weeds and pests, and the angel keeps track of things to guide the other two.

  Well yeah, if I remember correctly in universe seven there are only twenty six planets in the whole universe that contain advanced civilizations... and after they brought back Frieza that number is now extremely less than before, I never understood why Beerus was okay with Frieza since his actions were hindering the growth of the universe buy wiping out civilization so he could supposedly sell their planet, but it was made blatantly clear that if he ever got bored or a planet fell out of favor with him.He'd wiped them out as well. Beerus really drop the ball on that one by not keeping Frieza better in check.
