So, does the government expect that cutting free visa from 60 to 30 days, wiill lead to less assholes and more well-behaved visitors? Substantial penalties, enforcement of existing laws and fight against corruption should be the way to go.

Not only Thailand - the locals people are second-class citizens in every western country. Politicians police and judges are all corrupt and traitors to their people.
