Were early Japanese tournaments actually stronger than the American arcade scene?

My friend has some of the Gamest VHSes they gave out of the national tournaments they held for Capcom and SNK games, and I think at one point I'd heard there were 8000 entrants for some revision of SF2 at it's height. Guilty Gear XX's Tougeki debut had 5800 entrants too.
