It's a window weight. To assist opening old heavy windows. Two weights per window, hidden in the wall, attached to ropes and run over pulleys built in to the window.

Let them be upset. It was rusting away, abandoned in the desert for decades! You rescued it and you’re giving it new life. I personally love rat rods! Seeing something created from parts that others see as trash.

That is a window weight. used to counterbalance single or double hung wood windows from 100 years ago. a sash cord was tied to it with a pulley installed in the top of the jamb. both sides of the window had one installed. any old home with old widows has the pulleys still visible. the sash cords are usually long gone and the windows, if they work are really heavy.
