May delete later but, for now this is staying in.
Yes Ollie is an EXE character. He is quite literally an executable file. And if he wasn’t, he matches the point of it “not supposed to be there” which is what other exe characters do.
EXEs characters are not just .exe characters, and Ollie in the 2017 Prototype fits that bill to an absolute tee.

I don't consider Ollie an exe but rather it's kinda it's own thing, rather just a concept of it's own horror, Corrupted Nostalgia which is just like the fnaf 1 remake.

Absolutely great story about the 2017 prototype, my girlfriend genuinely believed she downloaded an old alpha of the game. She loves to look at old versions of media from movies, to tv shows, to videogames. So when we were calling and she was playing, she got HORRIFIED when the Ollie cutout appeared. I laughed and thought she was trying to mess with me, but no, she genuinely didn't realize she downloaded a modified version of the game.

After beating the game normally, I convinced her to see what the cutouts would do if they got her... And then the ACTUAL Ollie spawned. Thank you 2017 Prototype, your comedic timing is truly immaculate.

Ollie isn't an exe because he doesn't have BLOODY EYES!!
in all seriousness though, he is unique, because instead of following the bloody hedgehog in killing everyone, he instead looks uncanny
