  Second story with even more obstructed views would appeal to tenants that have customers that don't necessarily  want to see or be seen. Head shop. Adult gifts. Massage. Adult gift and massage clean up. Etc.

  Maybe make access for the bottom floor with stairwells elevators to the second floor .  Add square footage to the units and have less units
