"There's no way people use these!" That's the point: this is what happens when somebody is required by law to put X hooked-up toilets in a building and either really doesn't want to or the building has plumbing which can't properly support them. They get creative about finding ways to ensure that even if the toilets are there and technically hooked up they won't get used.
