  India should on focus on basics like pollution free environment, good education, affordable health system, non-congested traffic , healthy food supply.,smooth and helpful system in public offices....rest will be taken care as there are many companies and talent already in India.

  If you notice broadly, the people who are forced to return to India are mostly youngsters who are facing a hard time securing visas for a prolonged stay. Whereas, the people who are willingly returning are mostly middle aged highly accomplished professionals and aspiring entrepreneurs, who lived a great life abroad and want to find opportunities in a more dynamic and rapidly growing and evolving market like India. If India really wants to retain both these kinds of people, it really needs to improve its infrastructure and provide a quality of life worth returning to. Also, unemployment is still a huge issue and returning people will make the employment pool even more brutal. So, increasing jobs should also be a priority. For the aspiring entrepreneurs returning to India, bureaucratic red tape and lack of ease of setting up and doing business is still a major issue. A lot of issues needs to be addressed before India can actually attract talent back.

  Government is attracting talent back what a joke of the century? They are returning only because the west is shutting the doors and the opportunities which were lucrative are no more there.

  Creating Job opportunities, fixing infrastructure, providing uninterrupted electricity, high speed internet, clean drinking water and food, removing traffic congestion, controlling pollution, affordable healthcare, public transport, education and housing, removing bureaucratic red tape,  efficient  and corruption free governance, judiciary and policing, simplify and reduce income tax. I think these are the things that India should focus on to stop brain drain and ensure reverse brain drain.

  India needs a visionary, and more people working hard, top R&D infrastructure. India education system has to be upgraded so people are able to build big big things. Innovate more. Today a lot with the lack of opportunities many are wasting time watching cricket.

  Drain brain is a bigger problem than Brain drain. Until we change our attitudes and respect our environments (urban, rural, economical, social, ecological…the list goes on), nothing will change.

  From a Canadian stand-point- This will be incredible for India. So many Indians are natural entrepreneurs. With the education, experience, and connections from the West, this could present incredible opportunities for the expats returning home and for the pent-up talent that no longer feel secure going West. I wish India all the success!

  If India wants to challenge China, they must bring back all of its most talented people. If they provide very generous opportunities, they can do this.
