  As a person whose occupation involves extensive wiring, I can tell you, it is always easier to start fresh than to reconfigure circuits.

  I&apos;ve been working as a Boeing Technical Designer for 27 years and supported a majority of the air stair engineering changes for the VC-25B airplanes. Updating 1980&apos;s designs to current standards. Whenever people ask why it&apos;s taking so long to finish the new airforce ones, I always point out that disassembling commercially built airplanes to refit to the extensive amount of military requirements is a significantly more design and build heavy endeavor than building from scratch an as-built design from the start.   After working on 747&apos;s as a USAF crew chief, I LOVED them. But they&apos;re not the hardest nor easiest aircraft to work on. The Qatar offer is just a red herring. It couldn&apos;t be stripped, modified , and rebuilt to meet requirements AND do so in a short amount of time. Boeing&apos;s problem is that for YEARS now, it&apos;s been run by accountants and lawyers, not the engineers and builders, that made the company. When the 747 was first built, they did it in record time, with few computers (mostly mainframes), less automation, and not only built them sooner but actually built the factory at the same time! It&apos;s POSSIBLE to get this done sooner, but almost impossible with current management at the helm.

  In tech development we used to talk about the &apos;creeping feature creature&quot;. The longer a project takes, the more opportunities arise for the marketers, management, security, or ignorant schmucks to come up with new &quot;absolutely necessary&quot; and &quot;simple to implement&quot; new features that will inevitably add months or years and $$$ to the development process. But the engineers were still expected to do it all without changing the timetable or staffing.

  Reminds me of the replacement program for the presidential helicopters. By the time they added the safety and communications requirements to the airframe they had the safest helicopter ever made. Problem is the only reason it was so safe was because it was so heavy it couldn&apos;t get off the ground. It took years to get the program underway.

  When the current Air Force One was built, wiring was also a problem. &nbsp;Because of radiation hardening, the wire bundles didn&apos;t fit in the standard 747-200 raceways.
