I liked the way Mass Effect handled this issue. The Systems Alliance doesn't rule Earth itself, as the homeworld of humanity is still divided into various nation-states. Instead, the Alliance serves as the face of humanity in the rest of the galaxy.

A world state is a lot like like a method of faster than light travel. People have become so used to reading about it in fiction that they become convinced it is a real possibility, despite all evidence to the contrary.

This reminds me of a old collegehumor skit where the first order of business if humanity encountered aliens was to immediately rename the United nations to something like "The Global Republic", and pretend to be a unified world government so they don't get embarrassed.

The world state gimmick was a typical Golden/Silver Age SciFi technique to focus in on their primary story - having only one polity for the aliens to deal with was an easy shorthand for pulp writers to use in order to get through their setup and on to the plot.

I've always found Titanfall to be an interesting take on typical space war premises, effectively playing out as a series of agricultural and mining colonies declaring independence from and fighting against what is essentially an interstellar Dutch East India Company -- a corporation working on behalf of Earth's general interests moreso than a World State itself.

I foresee a bunch of bureaucrats sitting around a table grumbling over the idea of a world state - their entire roadblock boiled down to a simple question: “who’s going to pay for it?”
