    With Hilltop, once the community was up and running, I imagine that the FEMA workers left to find their own families. Often FEMA employees are not from the local community, and once the government dissolved and Hilltop was as established as it was going to get, they would have started leaving.

    Don&apos;t know if you notice this but if you played telltales the walking dead, you start to see a lot of the walker in the woods, the towns, and roads have FEMA jackets on, telling me that a majority of emergency services got infected or killed in the first few days to weeks. I can&apos;t remember how many there were in just season 1 alone<br><br>Edit: in the game, they&apos;re call FRS or federal rescue services

    FEMA<br>&gt;sets up organized safe zones<br>&gt;professional institutional training and knowledge to maintain safety<br>&gt;nominal access to military equipment for protection <br>&gt;access to supply chains <br>&gt;strict screening and curfew measures <br>&gt;collapses in mere weeks every single time<br><br>Woodbury <br><br>&gt;no professional or institutional expertise <br>&gt;basic weapons people had in their sheds<br>&gt;routinely brought in Walkers for entertainment and research purposes <br>&gt;run by receding hairline chud that kept infected walker heads in his house<br>&gt;routinely took in people without question and was leaky like a colander for people that wanted in and out <br>&gt;thrives for months and undone by losing to 8 people without question plot armor 🤷

    In short, another organization that has unsuccessfully tried to do its job. It is clear that its employees were among the first victims of the resurrected dead, just like doctors, police officers, and so on.

    I imagine with FEMA at hilltop they left once they realized the government was gone or wasn&apos;t coming back so they knew for supplies they&apos;d be done, i feel that they&apos;d either go back for their families or try finding other FEMA and government camps hoping they&apos;d still be around and that they can link up with those groups, basically just boils down to trying to link up with other government members and find a chain of command, im particularly interested in Atlanta specifically that sky bridge crosswalk, it looked like a very early camp but they seemed to be killed in their sleep as they&apos;re still in their sleeping bags and tents, was this the military or another group

    Is true that FEMA was created to help in big disasters but in a zombie apocalipse in the walking dead. The only thing they can do is trying to help with everything they can for example: Guarding resources storage units, trying to put radio stations to keep communications between safe zones and the army.<br><br>Unfortunately FEMA employees doesnt have military experience. They try to help as they can with evacuations and sending people to safe zones, but we already see what happen and i bet the army took control of FEMA to control everyone better.
