This effectively meant most suburban peripheral developments would no longer be able to move forward since they no longer could provide water for the development’s residents for the next century. To longtime urbanist advocates, urbanist YouTube junkies, or civil engineers, this story will sound familiar. Because suburban developments require huge amounts of new infrastructure far from the developed core, they often result in a disproportionately high amount of linear feet of roads and pipes per new resident. In the Phoenix Valley, it also means these new communities are miles away from the established urban water systems that have been strategically set up to avoid draining the region’s groundwater. Groundwater has long been considered the region’s “water safety net” if surface water resources keep dwindling. The AWDR’s 2023 study indicated that groundwater was being drawn too quickly, driven in large part by new suburban developments that depended on it to quickly and cheaply establish themselves. If Phoenix can’t continue sprawling out anymore, how can the city stay affordable as more and more people will likely continue moving in? This is a dilemma that every metropolitan area will come to terms with at some point (sprawl can’t continue endlessly without consequences, full stop). The solution to this problem is fairly simple: dense development driven by robust public transportation systems. Thankfully, Phoenix has a pretty good start here -- good urbanism, surprisingly, exists here. The region’s transit provider, Valley Metro, is expanding more quickly than most US transit systems. The most recent rail expansion was only about a year ago with June 2025’s South Central Extension, officially making the Phoenix Light Rail a two-line system. Since the Light Rail’s opening in 2008, it has spurred on over $20 billion in developments along its rails. One such project, the Culdesac in Tempe, provides a particularly promising model for developing dense housing that is perfectly suited to the harsh desert summers. Native inhabitants of the land, such as the Hohokam people, offer a smart model for how to build desert-adapted settlements. In this video, I explore this fascinating intersection of urban planning and water scarcity in the American West. I make the case that Phoenix can continue growing by focusing on density and transit and continuing to move away from its sprawled past. In doing so, the entire region can become more livable and enjoyable for everyone. I cover some specific transit planning initiatives that will help enable the transition away from car centrism, including the Phoenix to Tucson passenger rail corridor and a 2017 passenger rail study that called for a robust Phoenix Valley regional rail system.
