You seemed surprised, so you may not remember, but Klaue (Andy Serkis) was in Age of Ultron. He's the arms dealer that Ultron and the Maximoff twins went to to get the vibranium. Ultron chopped his arm off (after Klaue called him out on quoting Stark), hence the high-tech prosthetic.

Klaw has a robotic arm as a result of Ultron chopping his arm off back in Age of Ultron. That said, Chadwick Boseman was battling cancer while filming this, Infinity War, and Endgame. He could have stepped down to focus on his health, but he pushed on and made a bunch of incredible movies and not just superhero movies. He also starred in the biopics of both singer James Brown and baseball legend Jackie Robinson. RIP Chadwick Boseman ❤

First Appearance:

Black Panther, along with Wakanda first appeared in Fantastic Four #52 (1966). In the story, the Fantastic Four are gifted a flying craft by the nation of Wakanda as part of an invitation to visit the mysterious African country. Intrigued by the advanced tech, Mister Fantastic (Reed Richards) agrees, and the team heads off to Wakanda. When they land, they’re shocked to find themselves in this massive, mechanical forest. But before they even have time to take it all in, they’re suddenly attacked by Black Panther himself, along with traps and Wakandan guards coming at them from all sides.

The team eventually regroups, and since there’s more of them, they manage to overpower the Panther. He stops his attack and unmasks, revealing himself as T’Challa. Turns out he wasn’t trying to cause harm, he just wanted to test if the Fantastic Four were as capable as people said. He explains he invited them for something serious, needing their help for a grave task.

Ulysses Klaw:

Their mission is to help Black Panther fight against Ulysses Klaw (played by Andy Serkis in the MCU), who first appeared in Fantastic Four #53 (1966). Klaw is the man responsible for killing T’Chaka, T’Challa’s father, when he was a child, a tragedy that shaped his path to becoming the next Black Panther and seeking revenge. This comic issue also explored how Klaw sought Wakanda’s Vibranium for his own purposes while expanding on Wakanda’s history and lore.

The Fantastic Four animated series from the ’90s adapted this story-line in Season 1, Episode 19, titled: "Prey of the Black Panther". If you're interested the animated series is actually on Disney Plus and it's a really accurate adaption of both Fantastic Four #52 (1966) and Fantastic Four #53 (1966) providing an excellent insight into how Black Panther and Wakanda were originally depicted.

In the MCU, however, T’Chaka was killed when T’Challa was an adult by Helmut Zemo in Captain America: Civil War (2016). Meanwhile, Ulysses Klaue (Klaw) served as more of a secondary antagonist, primarily tied to Wakanda’s Vibranium black market, as introduced in Avengers: Age of Ultron (2015). The MCU took a different route with T’Chaka’s death, connecting it more directly to the events of Civil War and the Sokovia Accords, rather than Klaw’s attack on Wakanda.

Killmonger:

The MCU placed greater focus on Killmonger, who, in the comics, was Wakandan-born but enslaved as a child and taken to America after Ulysses Klaue attacked his village. He later seeks revenge on T’Challa and Wakanda for his family’s suffering. After Black Panther (2018), the character’s American background in the comics was emphasized further, and his design was updated to resemble Michael B. Jordan’s portrayal, incorporating stronger connections to Black struggles worldwide. A key example of how the MCU has inspired the comics, something that's extremely common since the MCU began.

Vibranium:

In both the MCU and the comics, vibranium originates from a meteorite that crashed in Wakanda millions of years ago. However, the MCU places greater emphasis on how vibranium shaped Wakanda’s development, influencing everything from medicine to stealth technology and power generation. Wakanda has long been depicted as a cultural utopia, with breathtaking skyscrapers inspired by various African architectural styles. Following Black Panther (2018), its portrayal across media (including games and animation) began aligning more closely with the MCU, particularly in fashion and design language.

In the MCU, Captain America’s shield is made of Vibranium, as first mentioned by Howard Stark in Captain America: The First Avenger (2011) when he presents it to Steve Rogers, stating it's “stronger than steel and a third the weight.” However, in the comics, Cap’s shield is actually made of Proto-Adamantium, a nearly indestructible alloy created by accident when Dr. Myron MacLain attempted to bond Vibranium with steel. An unknown element was somehow mixed in, and the exact formula was never replicated. This was revealed in Captain America #303 (1985).

There's also True Adamantium (also known simply as Adamantium), introduced in Avengers #66 (1969), which is the most iconic type of Adamantium and, for decades, Marvel's most famous metal, until the MCU made Vibranium a household name. Unfortunately, because Adamantium is heavily tied to the X-Men franchise, and Marvel didn’t own the X-Men film rights until 2019, the MCU worked around this by making Cap’s shield (and later Ultron and Vision) entirely Vibranium. In the comics, Ultron was originally built from steel when Hank Pym created him, but he later upgraded to a True Adamantium shell, making him nearly indestructible.

Killmonger’s death is sad because you understand him and his motivations. He may have been twisted up inside but you understand him

Martin Freeman and Andy Serkis were nicknamed the "Tolkien White Guys" on set and I find that hilarious

You asked why was the government making a deal with Klaue and paying for it with that many diamonds. Vibranium, as we learned in Captain America: The First Avenger and in Age of Ultron, is the rarest metal on Earth and only comes from Wakanda. So, if someone says they have some to sell, most governments would pay any price to get it.
