For reactor tolerance to sudden shifts, USSR/Russia is the only country using nuke powered icebreakers. And those reactors are built exactly to withstand both constant power regulation and sudden strikes, shifts, etc. The thing ground reactors both hate.

They testet it allready. They were in the Air for many hours. A German Investigator named Thomas Röper Had this a maintopic in one of His Sessions. They have one Job: fly to the target and destroy it. They can stay in the Air as a sort of Standoff-last-surviver-weapon.
