I stay in Kauswagan, Panabo city, which is in between Tagum city and Davao city, and I can tell you these prices are real. Food, transportation and rentals are cheapest here. In 2024-2025 I rented a 2 bedroom house in San Juan Davao city for $254/15K php with one window aircon and I added in a second window aircon and my electricity was about 3K php a month. It’s only now my electricity price has gone up since the Iran conflict and the gas prices has gone up.

So you talked about utility bills being high due to air conditioning, maybe you should check out Baguio City. No heat or A/C required due to roughly mile high elevation. Also by the time a typhoon gets into these mountains. It's downgraded to a tropical storm, depression or rainfall event. The lower elevations are also known for mosquitoes carrying Dengue Fever. Not very common in higher elevations. You are doing a dis-service by not including Baguio in your comparisons.
