What if theirs a fault on positive only and not negative? No short so what would happen?

Thank you for the video, I would like to ask a question, I know that if one of the HV cable, + or - touches to the chassis, there is no any safety risk. Lets say + cable is damaged and touches to the chassis, what I dont understand is if the person touches to the chassis, doesnt the person close the circuit between the chassis and earth and current passes through the body? Thank you.
