  Anstalt is a very general term for institution but in the way it is used here it meant mental hospital.<br>On the other hand the TV-Network &quot;ZDF&quot; where this is shown is a &quot;Fernseh-Anstalt&quot; (TV-Institution) so internally the people working there are revering to it as &quot;Die Anstalt&quot; and sometimes use this in a way that it appears to be also kind of a mental-hospital.

  The incubators were a real story. The Us used that to justify their actions. It only turned out in the aftermath that it was a lie to justify their actions.

  Without going into specific cases, most rich countries spend billions in foreign aid, partly because people really want to help but also to accumulate soft power. Think e.g. of developing nations in Africa. It has a real impact if medical or food programs there are mostly financed by the US or China (to pick very opposite players). There doesn’t have to be an immediate quid pro quo but it can influence a lot of political decisions from mining contracts to UN votes. Foreign aid can also help stabilize a country, which might be beneficial for donor countries that have interests in the region, and curb refugee migration.
