The best solution to traffic is giving people viable alternatives. All these roads mean nothing if people can not cycle or walk or take public transit, and each person doing so is one less person in a car.

Fundamental to transportation in The Netherlands is that freeway traffic growth is accomodated, but not highway or streets. Freeway traffic only grows slowly because those cars are either dumped onto the restricted Dutch road system, or motorways in other countries. I live on the main freeway between Antwerp and the Rhein and Ruhr industrial zones, and its only three lanes in either direction. Railways move most of the freight, with boats for bulk cargos. Trucks move packages and other retail products.

Dutch residental streets are designed narrow to reduce speed, cyclists can cycle here too in safety. We added speed bumps and flower beds make drivers zig-zag to reduce speed.

Fietspadden are useful for more than bicycles. Mobilty scooters for seniors are common. And slow speed motorcycles are often forced onto "bicycle paths" by law.
