The razor fang and razor claw items are available in the overworld and you don’t need to trade, just level up while holding the respective item at night.<br><br>Kanto birds are also roamers once you visit the pal park but I can’t remember if you need to USE the pal park to get them to show up so that might conflict with your rules.<br><br>Cresselia is available as a roamer without the darkrai event.
