If near the perimeter at Changi discretion is advised as the police will ask questions and move you on (as of 2024 - info from locals). Kuala Lumpur has limited viewing from both terminals and a dedicated stand on the perimeter but it is very hot and humid with no public transport so arranging a taxi pick up, or Grab (Malaysia's Uber) is best.
