That CPU 100% had liquid metal put onto the IHS and very sloppily by the looks of things, I'm assuming someone bought some liquid metal after hearing it's better at cooling a CPU than thermal paste is and just applied it in the same manner.

Why did nobody mention the 1700 doesnt work with x570 boards lol. Actually none of the 1000 series cpus work with x570. Except some companies made them work with bios updates but by default only the 1600AF works on x570.
