The entire time it was buffy pursuing William. Yes she tried to deny it (to her friends) until the last season. The second he had his soul back she was in spike's corner no matter what her friends thought. And she stopped denying it "why does everyone think I am STILL in love with spike?". She did love him. But she was scared. Only when it looked like he was dying anyways did she tell him. But she didn't need to. Her actions all throughout the last season were screaming it.
