If i recall correctly, in the late 19th century certain urban areas had food carts from which hungry women and children could buy produce, bread, etc., outside the home without looking unrespectable.

There used to be signs at restaurants reading "We reserve the right to refuse service to anyone". Civil rights laws meant that to refuse service to someone could not be on the basis of the person's race, sex, sexuality, or religion.
