  A note about Arthur’s remark to Pearson “getting up to in the Navy”. In the US and UK men would spend long at sea and it wasnt uncommon for homosexual relationships to develop. Since no women were around theyd get out their pent up frustrations with other men. This is why when Navymen would come back home theyd get jabs at for this reputation even if the individual never got on with this. So Arthur could also be jabbing at Pearson when he says “I dont want to hear what you got up to in the Navy”.

The main reason is because there are plenty of political Cartoons, like “School Begins” which was published in January 1899, that illustrates the U.S. as Uncle Sam. Yes the WWI poster is a very famous example of Uncle Sam, but it was definitely not the first, and Uncle Sam embodies the U.S. Government.
