I would be careful with that inspection even if he says it's not a fine u could still half to pay a fine so check and make sure New York is funny about that stuff

It's called a HUT permit. There are several states that, depending on your weight, require additional permits. You should look that up. That cop did give you a break. If it had been an Indian good chance you would have gotten a ticket for the headlight out. They don't mess around.
