There was another exodia deck he forgot about. The butterfly dagger exodia deck. That was deck before butterfly dagger- Elma was banned.

Exodia was the most powerful deck in the OCG back in 1999 when Pot of Greed, Reborn, Faith, Graceful Charity, Sangan, and Witch was all at 3. Nobody literally could beat it.

The guy in Battle City had counterfeit cards. They explicitly say as much in the episode (original Japanese version). The Rare Hunters make counterfeit rare cards for dueling with. They even have a whole bit where you see them making counterfeit Ra cards until they finally had one which wouldn't result in the user being smited.
