There's a considerable amount of strategy involved in that choice of location. Especially in the south. Being connected to publicly essential infrastructure like gas/energy ensures you have HIGH VISIBILITY and gives you access to a predictable consumer base (helpful for tailoring your offerings and seeing trends in people's purchasing power). Whether he will be able to take advantage of that is a different story but gas stations in the south probably have VERY LOW turnover in terms of service/closings and overall management. That stability is/will be attractive to (future) investors.
