The trouble with legislation is that government use it as a toe in the door. Today they say "Must be up to original tested values", and that sounds reasonable, then tomorrow it's "All non OEM emissions equipment must have type approval", OK, still sounding reasonably OK. Some after market manufacturers won't be able to type approve their stuff so will stop making it, then the ones who remain will pass the added cost of type approval to the customers, so running an older car will become that little bit more expensive. Then it'll be "All emissions equipment must be OEM", which is OK for cars where the manufacturers still make the spare parts, but car manufacturers don't WANT older cars on the road. As far as they're concerned, that older car is taking up road space that one of their new cars should be in, so they'll end supply of the essential parts as soon as they legally can, essentially forcing owners who need that part to have no choice but to scrap their otherwise perfectly serviceable car, and as new cars generate a nice big wedge of tax for the government, they'll not be interested in doing anything about it.<br><br>The biggest problem is that where it can only take a handful of politicians a few months to get a proposed law onto the books, Once it IS law, it'll take millions of signatures on petitions, hundreds of thousands spent on studies, consultations, and assessments, and many years of work to get their badly thought out, intentionally vauge, and/or downright crooked legislation removed again.

The road tax rates are already making it impossible to run some really nice older cars. Its such a shame.
