It being George R.R. Martin aside, I always figured it was because incest is a common theme in mythology. Most of the well-known pantheons have at least one example.

I know people joke about GRRM but I fully believe incest would have been a thing without him, stagnation leading to ruin is such a common trope in FromSoft games, and incest is just another form of stagnation
