Why Japan Has The Space But Never The People

Japan is losing about one person every forty seconds. But the country is not emptying evenly and in some places it is not emptying at all. This documentary travels the length of Japan, Hokkaido to Okinawa, to answer what the national numbers hide: not how many people Japan is losing, but WHERE they go and why some prefectures still grow while their neighbours empty out. In 1888 the most populous prefecture in Japan was not Tokyo. It was Niigata, on the Sea of Japan coast a coast almost nobody pictures today. That one fact is the thread running through the film. In 2014 a government council named 744 municipalities at risk of disappearing and a second group: places that pull people in from everywhere yet still cannot sustain themselves. It called them black holes. One of them is Tokyo. Not a film about decline about where a country goes when it stops growing.
