The idea that Batman would pause his Batcave construction project because he couldn't get a local permit made me stop the video 😂😂😂

I already have a Batcave. It's called My Bedroom. No woman has found it yet.

One thing that makes Batman’s cave more plausible is Wayne enterprises being deep rooted in much of Gotham lots of constructions can be disguised with the already Wayne built infrastructure in Gotham.

 "Keeping it a secret."
Well...except for that time Alfred brought Vickie Vale to the Batcave. Of all people, he brings a REPORTER to the Batcave.
Thanks, Alfred!

Contractors on day one: "Wassup Tiktok fam, I'm here putting a big computer server in a cave, it was pretty hard getting it in here because there's a waterfall to bring it in, and one of the guys went in the elevator to find the bathroom and some rich dude lives upstairs! Weird right?"

Yes, I'm pretty sure Bruce Wayne first asked the building authority whether he was allowed to build his secret vigilante bunker.

Batman would build a server farm at Wayne manor for some philanthropic project and hide the Batcave under it.

When Walt Disney wanted to build Disney World, he created numerous dummy corporations in order to purchase the land necessary for the project so the landowners don’t inflate the price. The same thing when they use the fake title Blue Harvest when filming Return of the Jedi.

Wayne manor was 150 acres outside of Gotham city

This is well thought out. I love how Nolan had the lore about the bat cave being used for the underground railroad. Having Lucius Fox as sort of a Q to Bruce's James Bond was a great pull, as well.

You could create a company that has a Server famr somewhere. Build that Server Farm over a Cave, so all the heat and electricity are already explained and noone would bat an eye (pun intended)
If one of your devices needs maintenance, move it up tp the surface (legal server farm) and have the handyman work there. after that you can move the device back downstairs by yourself.
Also a Server farm in itself has almost no staff.
As long as you as the owner just say: "Behind that door over there is my private lab, where I like to try out new technologies" Even the few workers who are there daily, wouln'T know anything. Especially if you have a second entrance, so the workers won't see you too often

It seems then, that the Robert Pattinson "batcave" worked better since it was already built on a pre-existing system.
