It's really quite surprising that neither of them seems aware of Jason Staples's work; even more disappointing that it leaves them unable to interact with it here.

A revered teacher I had over 40 years ago subscribed to the British Israel philosophy: GB = Ephraim, USA = Manasseh. I don't subscribe to it now. Thank you for your thoughtful contribution.

As many already mentioned, Jason Staples' book "Paul and the Resurrection of Israel" (plus the companion book "The Idea of Israel in Second Temple Judaism") is great on the pretty ubiquitous theme of return from exile for "all" Israel (as Paul puts it in Romans 11). For interested in the penal substitution question, Andrew Rillera's "Lamb of the Free" is quite a good and detailed exploration. Whether one agrees with all the conclusions, it is as one person says, "a thoughtful, thorough, clearly written argument that demands attention" and "any who disagree will be required to articulate a well-defended response".

In regard to the first question about Israel, I would point any and every one to the work of Jason Staples' work: "Paul and the Resurrection of Israel" (2024, Cambridge University Press)

Wasn’t Sanbalat, who opposed any exiles returning to Judea, running a syncretistic competing worship center in Samaria? Was that an outgrowth of the Israelite priests who were sent by the Assyrians to northern Israel to help the foreign people re-settled in Samaria?
