I feel like if they'd found room for either an EMP weapon, a small torpedo/bomb bay or at least 2scu of cargo space then they would've hit a home run with this one.

I've found a good way to fix some power issues without losing much is to use Civilian shields instead of military. Max shield pool is almost the same, very similar regen rates, but much less power required. Similarly stealth coolers and a competition radar solve a lot of power issues.
